Power is the first thing you need on a plot. By law, 15 kW costs only 550 rubles, but between application and the breaker click in your new panel lies a path of months. Here is the full process for connecting electricity in the Leningrad Region.
The grid operator is LOESK or in some districts Rosseti Lenenergo — applications go to them. The retail company (the one selling kWh) is Petroelectrosbyt or TNS Energo. The grid operator pulls cables and installs the meter; the retailer sells you the energy.

By federal law, connecting up to 15 kW costs 550 ₽ if the line is within 300 m (urban) / 500 m (rural), category III, 0.4 kV. The grid operator pulls the line to the plot border and installs a meter. But real expenses are higher:

In 2026 actual times range 3–12 months. Vsevolozhsky and Lomonosovsky districts have longer queues.
Petrol/diesel generator — most common. Petrol 5–7 kW: 40 000–80 000 ₽; diesel 5–7 kW: 80 000–150 000 ₽; consumption 1.5–2.5 L/h. Connection from a neighbour — by contract, with a separate meter.

Three-phase needed for: powerful electric boiler (12 kW+), workshop with industrial machinery, heat pump, electric sauna, powerful well pump. For a normal house with gas heating, single-phase is enough.
Far from the line — each extra pole 15 000–30 000 ₽; 1 km may cost 300 000–800 000 ₽
Overloaded transformer in old SNT — the grid must modernise but it adds 6–12 months
Bureaucratic delays — keep copies, log dates, complain to Rostekhnadzor and the prosecutor's office
Apply as early as possible — ideally when buying the plot
Apply online — fixes the date and creates an electronic trail
Track deadlines — file a claim if 6 months exceeded
Escalate to FAS — fines for missed deadlines
