Frost depth in the Leningrad Region is 1.2–1.5 m. Bury pipes at least 1.5 m. If impossible — insulation plus self-regulating heating cable 10–15 W/m (300–800 ₽/m). The entry to the house needs cable for 2–3 m from the foundation.
